Khyber Pakhtunkhwa minister for early completion of irrigation schemes

Khyber Pakhtunkhwa Senior Minister for Irrigation, Power and Energy, Sikandar Hayat Khan Sherpao has directed the early completion of the ongoing schemes in irrigation sector. Presiding over a meeting on Tuesday, he said that in this regard the timely provision of funds would be made possible. During the meeting, the senior minister was given detailed briefing regarding different ongoing irrigation schemes and discussed hurdles in this regard.

During the meeting, the provincial minister was given detailed briefing on Munda Head Works and other ongoing schemes in Mardan, D I Khan, Hazara and Peshawar divisions.

Irrigation

In our daily life, we encounter people who are angry, deceitful, intent only on satisfying their own needs. There is so much anger, distrust, greed, and pettiness that we are losing our capacity to work well together.

For a while let's keep this thing aside, just have a look at this picture..............it's not a Niagra falls........but it is a watercourse for irrigation somewhere in Badin........one of the worst ever seen example in the history of Pakistan & it's irrigation system.....

It is nothing but simply a Greed, a bottomless pit which exhausts the person in an endless effort to satisfy the need without ever reaching satisfaction...........like our politicians & irrigation officials if not all but many, there always is a sufficiency in the world for man's need but not for man's greed...........one of the major cause of soil degradation coupled with poor or no drainage..............this misuse of irrigation water leaving no water for many growers in the tail end.............

Shettar presents agriculture budget with eye on polls

To woo the numerically strong farming community in the upcoming Assembly elections, the State budget on Agriculture for 2013-14 has several new proposals, including establishment of a Farmers Income Commission, a single window agency, issuing of data-based passbooks to farmers, installation of solar power based irrigation pump-sets and merging of various schemes.

The budget has proposed to spend Rs. 22,310 crore on the agriculture sector in 2013 -14, an increase of 13.5 per cent compared to previous year (Rs. 19,660 crore). The total outlay for agriculture is Rs. 3091 crore, horticulture – Rs. 1310 crore, animal husbandry – Rs .1118 crore, fisheries – Rs. 238 crore, cooperation – Rs. 1428 crore, and Rs. 11,500 crore for water resources, including minor irrigation.

Chief Minister Jagadish Shettar, who presented the budget in the Legislative Assembly on Friday, said the Farmers’ Income Commission would be set up for improving their economic condition. It was set up as per the recommendations of the noted scientist M. S. Swaminathan.

Passbooks containing data of landholding, category, address, facilities availed etc. would be issued to farmers. a database would be created with the integration of the Bhoomi project with the existing ‘Aadhar’ database in the state. The database would be used for formulating agricultural policies and Rs. 15 crore has been set aside for implementing the programme. It would be implemented on a pilot basis in Mysore, Tumkur and Dharwad districts where the ‘Aadhar’ project is completed, he said.

To provide necessary extension services to farmers, it was proposed to set up a single window agency in collaboration with expert institutions. It would be implemented in four districts of Tumkur, Chikmagalur, Bijapur, and Raichur on a pilot basis during the 2013 kharif season. It would be extended to 12 districts during the 2013 -14 rabi season and to all districts in 2014 -15. A sum of Rs. 75 crore has been allocated for it.

For extending the Bhuchetana programme, which aimed at increasing the crop yield, Rs. 75 crore has been has been set aside. Area under the programme would be extended to 168 lakh acres, including 144 lakh dry land and 24 acres of irrigated land in 2013 -14. It was proposed to merge 26 State sector schemes into seven to avoid delay in implementation and repetition and to ensure easy monitoring. It was also proposed to set up an agriculture college at Athani. The food production target was set at 13 million tonnes in 2013 -14.

The Suvarna Bhoomi scheme has been extended to farmers growing ragi, jowar, maize, and bajra. Rs. 300 crore has been earmarked for assisting three lakh beneficiaries in 2013 -14. A sum of Rs. 100 crore has been set aside for preparation, certification, and distribution of organic manure by APEDA identified agencies and Rs. 30 crore for rejuvenation of saline and alkaline lands in Tungabhadra and Upper Krishna projects.

For encouraging seed production in selected villages at hobli level, it was proposed to allocate Rs. 55 crore for creating facilities like fee concession for seed certification, construction of seed storage godowns, threshing yards, and purchase of equipment required for processing.

It was proposed to spend Rs. 10 crore for providing weather and market information on cell phones to 100 registered farmers/extension workers in each taluk in the district. To ensure weather-based insurance scheme to all crops, Rs. 35 crore would be provided in 2013 -14 to install remote rain gauges stations in 3, 700 gram panchayats and to establish remote meteorological centres in 550 hoblis. Rs 100 crore would be provided to extend the scheme to whole State. About 57 lakh farmers would benefit through this scheme.

Following severe shortage in electricity supply, it was proposed to install solar power pump-sets wherever possible. It would be implemented in four districts, one each in every revenue division, at a cost of Rs. 50 crore.

The Chief Minister said schemes such as free electricity supply to irrigation pump-sets up to 10 HP would be continued and Rs. 5250 crore would be provided for payment of subsidy to electricity supply companies.

Sand, Sugarcane & drip irrigation


Few experiences from friends on drip irrigation US

1.
Where at in NE Texas. I have 194 acres of drip. My first drip was installed in 2004 on corners surrounding a half mile pivot. Are your old wells turbines with drip oil, Cost of a system is anywhere from 800 to 1000 dollars per acre. You can apply for equip money at your FSA office and they will do a cost share on 40 acres. At least in my county. 

Rule of thumb for cotton is you want at least 3 gallons per acre per minute. Corn may be higher. We install our drip tape at about 12" deep(level ground) every 80 inches. We are on 40 inch rows. I have heard of some systems being put in every 40 inches for corn. Drip has its problems just like any other irrigation systems. Rodents can be a big problems. Gophers love to go down and bite the drip tape. You also have to watch your water quality. We try to acidize our system every year and we have to watch for calcium buildup. There are some new products out that can assist you in keeping the emitters clean. 

The heart of the system is the filter station and controller. There are a couple of types of filters. The first filter is usually a hydrocyclone which spins the water to settle out the sand or sediments. Then you can either use a disc filter or a sand media filter. Both work but you need to select the filter for your water. The filter flushes automatically by time or a pressure differential. You also have flush the systems periodically through the flush valves on the far end of the fields. 

There are a lot of different drip tapes out there. I use Eurodrip but I think there are other brands that are just as good. 

Finally, it is very important that you have a good design. You want all zones to be the same sizes. 

Also, you will want to install the drip using RTK GPS. If you have a record of where you put the tape it is easier to keep the rows in the right place. My first 120 acres did not use GPS and it is a royal pain in the ass to keep your rows right. 

Drip is more efficient than pivots and you can raise excellent crops with them. It is not really all that diffent form pivots. You will have breakdowns, leaks, stopped up tapes etc.

Scott Boles is one of the best in the business and isn’t that far from you either. He’s like me dyslexic and very good with problems or making thing happen. I use Netafim drip tape, Morrill filters and injection equipment and Senninger pressure regulators. I use regulators for rolling terrain and even water distribution. There’s a lot of line cleaning junk out there today but what I find works best is chlorine. I have a hydrochloric acid injector to maintain 5.5 pH on the water at all times it also inject fertilizer with the system too. Maintaining the 5.5 pH keeps from locking up the NPK in the soils. I also make the chlorine very active and will basically nuke everything. If I want to get real mean with it drop the pH down to 3.0 and it gets violent. 
Varmint control is an issue and will cause problems but there are several different insecticides that can be injected that make their live miserable. Regent SC is one of the better ones that I can think of. This can be used in a non-crop use. 

We're putting down drip tap here under the plastic. When we do corn or beans we plant double row on the top of the bed with 1 drip tape down the middle of them using our Monosem planter.

I installed my first drip in 2000. I know guys who have had it in as long as 15 years. there is no need to deep rip. When the water moves up(at least down here in my sandy land) the water moves up. Compaction has not been a problem. Biggest problem is drift which is the crop row moving from away from where it should be. 

60 inch spacing would probably be the way you would want to go. Good square fields with straight runs are the least expensive. 60 inch spacing will be a little more expensive than 80 inch spacing because it takes more tape. 

Be careful about what you put in the drip tape. I have seen some problems that can occur when you put the wrong chemical in your drip tape. Some chemicals can have a reaction with some soils(rare but it can happen). Also, I have seen a man stop up his drip tape when injecting fertilizer and infuric acid. The chemicals formed a jell that stopped up the drip emitters. 

There are chemicals that can work but let someone else make that mistake so you won't. Afterall, you invest a great deal of money and you don't want it messed up by injecting the wrong thing. 

If you are running turbines with drip oil, you may want to take a look at that. I know some that had some problems with the drip oil in the drip irrigation system. They began using a synthetic or something different and solved the problem.

FIRB method of planting

FIRB System: Furrow irrigated raised bed (FIRB) system of planting developed in Yucatan Valley of Mexico is being adopted by farmers only recently. In this method, raised beds (37.5 cm) alternating with furrows (30 
cm) are prepared and 2-3 rows of wheat are planted on the bed. The crop is irrigated in furrows. An economy in water with similar wheat yields is the main reason of its adoption. 

FIRBS is the way towards nutritional security and economic growth
of the farmers large number of technological optional for crop diversification are available which need kind attention of the extension agencies for their dissemination and acceleration of adoption
at farm level.

Plan for hydroponic farming

The Agriculture Research Centre, Salalah is all set to launch hydroponic system of farming and promote it among the farmers after successful trial run to be held under the supervision of agriculture scientists.
In hydroponic farming, water is used as only medium to supply necessary nutrients to the plants. The infrastructure for the same is ready at the Research Centre compound.
Around 800 foam pots have already been installed in a greenhouse measuring 270 square metres.
In-charge of the project and Vegetable Crop Researcher, Basim Bashir Abiudoon, is beaming with confidence that the project would be successful and would offer a nice and more productive way of farming to the residents of Dhofar.
The farming technique, according to Basim, has great potential in Oman due to its geographical location and climate. Scarce water supplies have also led the Ministry of Agriculture to adopt policies that support the reduction of agriculture practices that require a high use of water or do not make the most efficient use of water.
Part of the ministry’s policy involves either refurbishing and modernising existing operations or relocating both green houses and high water use field crops to other regions of the country.
Basim (pictured) termed this to be a high technique with simple structure. “In hydroponic way of farming we do not have to face problems of soil like fungus, salinity, etc, as in this technique we do not use soil at all. In place of soil we use materials like vermiculate, barite or simple husk. We plant the seedling and all the nutrients needed for the plant are supplied through water,” he said.
Vermiculite is the mineralogical name given to hydrated laminar magnesium-aluminium-iron silicate, which resembles mica in appearance. Vermiculite is ideal for the germination of seeds, because its aeration properties combined with its water holding capacity make it a very suitable medium for direct contact with the seeds.
“When vermiculite is used alone, without compost, seedlings should be fed with a fertilizer solution for week when the first true seeds appear. Large seeds can be mixed with vermiculite in a small polythene bag closed at the neck, and kept in a warm place until the seeds just start to germinate. Then plant them singly in small pots or trays of potting compost. Vermiculite can also be applied to the outdoor seed bed where it will give improved emergence and less risk of capping.”
Barite and husk work as substitute to vermiculite and serve the same purpose of transferring useful nutrients to plants in the hydroponic system of farming.

Commenting on the feasibility of the system, Basim said: “In countries having scarce water and good quality soil, this system is very useful and tested and this has been successfully experimented at our Rumaish centre in Muscat. Due to it being a water efficient technique, it is generally called ‘close system’ in which water is reused many times.
The planning is done in such a manner that the nutrition mixed water runs from a big tank to the pots and then drains out and comes again to the tank. The same water can be used several times in the ‘closed system’ of irrigation.”
Contrary to it, in the open irrigation system, water can be used only once and consumption here is far more than the closed system, said Basim.
In terms of expenditure, the initial expenditure is slightly more in the hydroponic system, but the yield here is far more, said Basim when asked about the advantages of the hydroponic farming over greenhouse farming.
“The infrastructure cost for 270-square metre greenhouse farming comes at RO 3500, while same area in hydroponic system needs an investment of RO 5000. But the benefit lies in output. The product difference between hydroponic and greenhouse varies from 3.5-4 tonnes to 2.5 tonnes respectively in the same area,” said Basim
Plus the hydroponic is labour, soil and water efficient system, he said and added it is likely to suit Salalah and adjoining areas due to some soil related problems being faced by the farmers.

Parc inaugurates 'watershed rehabilitation, irrigation improvement' project

Dr Iftikhar Ahmad, Chairman, Pakistan Agricultural Research Council (PARC) inaugurated an annual review and planning meeting of the project "Watershed rehabilitation and irrigation improvement" at NARC, Islamabad. 

The watershed rehabilitation project in Pakistan was sponsored by the United States Department of Agriculture (USDA) and ICARDA launched the subject project in Pakistan in collaboration with PARC, BARI-Chakwal, SAWCRI, University of Agriculture, Faisalabad and University of Peshawar and other national and international institutions. 

The objectives of this meeting are to review the progress of the project; to suggest any amendment/ improvement in the approved work plan and to brainstorm how best to disseminate the technologies. Todd Drennan (USDA), Dr Otto Gonzalez, Dr Muhammad Ashraf, Dr Abdul Majeed (ICADA) and other agri. eminent experts also addressed the participants of the meeting. 

Dr Iftikhar said that Pakistan primarily has an agro-based economy, wherein annually around 22 per cent GDP contributions are derived from agriculture sector. The contributions of agriculture sector are mainly dependent on irrigation water availabilities besides other crop production inputs. If water availabilities are threatened, the subsequent socio-economic structure, particularly in rural areas will be at greater risk. The failure of agricultural production will also hamper livelihoods in urban settings besides emergence of food security and safety issues. 

Dr Iftikhar said that due to many reasons particularly improper water management at all level Pakistan is fast becoming a water-insufficient country. The major part of available water comes from watershed areas. These are not only control water supplies but also dictate water qualities. 

The challenges of soil and water conservation, their productivity enhancement, other natural resources management and livelihood opportunities generation in these remote areas are of vital importance. Watersheds are very complex in nature and different in characteristics, requiring effective management by all stake holders. 

He said we have introduced a number of water-smart technologies over time such as drip, sprinkler, laser land levelling and bed plantation. He also thanked the participants and distinguished foreign delegates who have travelled long distance to share their knowledge and experience in this important meeting.-PR

Micro irrigation answer to depleting ground water level: Sharad Pawar

Agriculture Minister Sharad Pawar today said the ground water level in the country is decreasing and there is an urgent need to check this through encouraging micro irrigation.

"The ground water table in the country has come down in the last few years and in order to check this we should work with technologies like drip and sprinkler irrigation, which minimises loss of water," Pawar said in his inaugural address at a national conclave on micro irrigation here.

Emphasising upon the need to encourage drip and sprinkler irrigation in the country, Pawar added that the government has implemented the National Mission on Micro Irrigation (NMMI) to propagate the use of this technology among the farmers.

The minister said that during the last decade the main concern before the country was self-sufficiency and food security, but now it is water conservation.

On the back of record production of foodgrains in the last few year, the country has been able to export agri products also.

India's agricultural exports in the last fiscal were about $ 37 million, Pawar added.

So far the country has shipped over 4 million tonnes of non-basmati rice, 2.5 million tonnes of sugar, 1.5 million tonnes of wheat and around 3.5 million bales of cotton, he added.

Rajiv Mundhra, Chairman, Indian Chamber of Commerce, which organised the conclave, said that the competitive advantage of micro irrigation lies in its lower usage of water and energy, process automation, reduced weed levels and improved production on margin land.

Various global and national level studies suggest that the water availability in India has started to deplete and by around 2050, the country would be on the brink of water scarcity, he added.

There is an urgent need to increase the penetration level of micro irrigation in the country to check the reducing ground water levels as well as to prevent wastage of water, Mundhra said.

Drip, sprinkler irrigation systems to be installed in Rawalpindi, Sargodha

Drip and sprinkler irrigation systems are to be installed on 3,000 acres in Rawalpindi Division and 1,850 acres in Sargodha Division as part of mega irrigation project Punjab Irrigated Agriculture Productivity Improvement Project (PIPIP). This was announced in a meeting chaired by Punjab agriculture secretary Muhammad Mushtaq Ahmad held at commissioner’s office Rawalpindi, according to a press release.


Director general Punjab in irrigation department Dr Muhammad Anjum Ali, director general water management Punjab Ch. Muhammad Ashraf, director agricultural information Punjab M. Rafiq Akhtar, executive district officers of agriculture and district officers of agriculture extension and farm water management of Rawalpindi, Sargodha, Mandi Bahauddin and Gujrat participated in the meeting.


Ashraf told the meeting that drip and sprinkler irrigation systems would be installed on 600 acres in Rawalpindi, 1000 acres in Attock, 500 acres in Chakwal and 600 acres in Jehlum Districts of Rawalpindi Division and similarly in Sargodha Division, 500 acres in Sargodha, 450 acres in Khushab, 600 acres in Bhakhar and 300 acres in Mianwali under PIPIP.


Furthermore, a drip and sprinkler irrigation system will be installed on 800 acres of Mandi Bahauddin and Gujrat. The government of Punjab will provide 60 percent share of the cost and the remaining 40 percent will be shared by farmers of the irrigation/water management project.


Asharf further said that four land laser leveller units will be provided in Rawalpindi Division while 73 land laser leveller units will be provided in Sargodha Division. The government of Punjab is providing a subsidy of Rs22,5000 per land laser unit.


During a briefing about Punjab Youth Festival and the provision of tractors under Green Tractor Scheme Ali said that transparent balloting is being scheduled for October 1 while winners of the Green Tractor Scheme will receive tractors on December 31. Ahmad told the officials of agriculture extension and farm management departments to get the work regarding the Green Tractor Scheme and PIPIP done according to schedule. He said any negligence in this respect will not be tolerated.

Balkans region hit by worst drought in decades


Wildfires are destroying forests, rivers are being reduced to a trickle, crops are wilting on the scorched farmland and electricity supplies are running low.
After the harshest winter in decades, the Balkans region in the southeast of Europe is now facing its hottest summer and the worst drought across the area in nearly 40 years, officials say.
The record-setting average temperatures — which have been steadily rising for years because of global warming, according to scientists — have ravaged crops, vegetables, fruit, and power production in a region that already is badly hit by the global economic crisis.
This year, farmers all over the Balkans are turning to the heavens for help.
"This is lost," Ljubisav Tomic, a Serbian farmer said, pointing to his corn field, yellow and dried out with cracks in the soil. "Only God can help us, only heaven can save us."
In Bosnia, Ajsa Velagic prays to Allah before offering potatoes at the market in Sarajevo, the capital. The 64-year-old said, "There are no large ones, the drought is killing everything."
Adding to the troubles are dozens of wildfires, also fueled by the extreme heat.
Blazes have destroyed hundreds of acres of forests and bush in Bosnia, Serbia, Croatia and Montenegro. Some of the fires raging on the border between Serbia and Kosovo are beyond control because of minefields left over from the war over the former Serbian province in 1999.
Potato crops and corn farms are among the worst hit by the drought as irrigation systems in the former Yugoslavia, built under communism, remain clogged and out of date, leaving most of the farmland at nature's mercy.
The drought in the Balkans is being compared to a similar disaster now under way in the United States, with the economies such as Russia likely to profit by exporting food, wheat and other crops to the Balkan states.
Because of the drought's effect on livestock, analysts forecast a sharp increase in the retail price of meat and milk, adding to the hardship of one of Europe's poorest regions.
"This year's damage from drought is 30-80 percent, in some areas even 100 percent," Tihomir Jakovina, Croatia's Agriculture minister, said during a tour this week of his country's eastern farmlands.
In Serbia, the agriculture ministry said the corn and soya harvest — the country's main export items — will be halved compared to last year, triggering losses of more than $1 billion (€800 million).
In Bosnia, the heat has destroyed almost 70 percent of vegetables and corn, said Sead Jelec, an official at the Association of Agriculture Producers.
"The past six years have been very dry in this region, but this one is definitely the worst, we can say catastrophic," Jelec said. People in the Balkans "should brace for a really bad year."
The region also had a very dry autumn, which emptied the rivers, including the mighty Danube — Europe's biggest waterway. That was good news at first because last winter was extremely snowy and cold in the Balkans, and there were fears of floods once the snow starts melting.
But forestry specialist Dalibor Ballian in Sarajevo said warm southern winds made the snow melt and evaporate quickly. "Therefore, we entered the spring with a deficit of water in the ground," he said. "Now this deficit has hit the record. We will suffer for several years to come."
Again, in less than a year, water levels of the Danube in Serbia and Bulgaria are below those required for safe shipping, officials said.
Bulgarian authorities banned ships with large loads from several stretches of the river. Recently, a cruise ship with 100 tourists hit ground near the Bulgarian town of Svishtov because of the low water level, and the passengers remained stuck in the shallow water until the vessel was towed.
In Romania, exporters of forest fruit — blackberries, blackcurrants and raspberries — in Transylvania have been hit by the dry spell, and small-time farmers have been unable to produce quotas they need to export the fruit to Germany and other Western European countries.
"We used to produce 100 tons. Now it's hard for us to collect 10 tons," said Adrian Parlea, spokesman for the Forestry Department in the Romanian county of Mures, a major region for forest fruit supplies.
The dryness is best seen in small rivers and lakes around the region, with the water levels dropping to only a few centimeters (inches) in some cases.
Hydropower plants in Serbia, Bosnia and Macedonia have scaled down production because of the lack of water, and authorities say electricity will have to be imported as the result.
In Macedonia, officials have warned that even the supply of drinking water could be in jeopardy.
"The level of water in the lakes and rivers is very low, and it is possible that we'll be without drinking water," hydrologist Konstantin Ugrinski told local media. "That is why we call on people to use water extremely rationally, only for drinking and washing."
In Serbia, the Palic Lake in the north has been artificially filled with thousands of gallons of water from a river to save its fish and ecological system.
One of Bosnia's main rivers — Bosna — has turned into a "drainage channel, and entire animal and plant populations have disappeared," said Ballian.
In western Kosovo, the town of Prizren that is a UNESCO heritage site and the home to medieval Serb Orthodox Christian churches and Ottoman mosques, has seen the river Bistrica reduced to a trickle.
Abdyladi Krasniqi said, "In my 73 years, I do not remember the river being so low and the heat being as severe."
Back at the Sarajevo market, Nermina Hasanovic, 52, is selling eggs and a handful of vegetables from the small part of her garden that she has been able to water.
"They are so small and wrinkled. They look like they are already cooked. I'll probably end up feeding them to the cows," she said.
Somehow, as they did during the wars of the 1990s, Bosnians are using dry humor to keep their spirits up.
"We were wondering," Hasanovic said, "if the Americans will be able to grow something on Mars? Meanwhile, we will grow cactus. Can you eat cactus?"

Rwanda: Good Tidings From Agriculture Sector


There was some good news from Parliament last week. On Thursday, Prime Minister Damien Habumuremyi presented the state of the agricultural sector before deputies and Senators. This is a sector that employs over 80 per cent of the populations.
Overall there was a marked increase in crop and animal production stemming off food scarcity recently witnessed in some countries in the region. Land consolidation, hillside and marshland irrigation and the use of fertilizers were cited as some of the key drivers that were behind the increase in agriculture production.
Consolidated land increased from 250ha in 2010 to the present 624ha while 54 per cent of the farmers currently use fertilizers.
Production of some crops like maize and Irish-potatoes has since doubled; Irish potato production increased from 8 tonnes per hectare in 2007 to 16 tonnes per hectare today. There was good progress in the livestock sector with increased milk production largely boosted by the One Cow per Family Programme.
The use of marsh land for crop production has also been a big boost to the sector. Maize production is expected to hit its peak, especially in the Eastern Province where marsh land was optimally utilised.
These are enviable developments in a sector that has largely attracted little investment from the private sector and the glaring reluctance by banks to finance agricultural projects that are considered risky undertakings.
Sustaining this growth calls for sustained efforts in designing policies that will entice more investments, especially from the private sector.
These should be policies that should ensure that agriculture sector is run as a viable business and not only for subsistence production.
Policy makers will have to play a key role for this to be achieved. Recently Mt Meru, an oil company, inaugurated an edible oil refining plant in the Eastern Province district of Kayonza. This is one of the biggest investments to be recorded in agriculture by the private sector.
Swayed by the friendly investment climate in the country and soils that are condusive for oil seed production, company owners are optimistic but say more needs to be done.
For the plant to operate at its maximum capacity, they say, it will require sustained supply of oil seed. They say the plant has the potential to benefit thousands of farmers if only the right policies are put in place.
In Tanzania where the company runs a similar business, the country's parliament has put in place policies that have helped boost production of oil seeds and incomes for small scale farmers.
In the 2011-2012 budgets, the Tanzanian government decided to levy zero rate VAT on edible oil made using local oil seeds. This means that the local manufacturer has a price advantage of 18 per cent over imported palm oil and can therefore, give a better price to local farmers who, in return enhance production of seeds.
This move led to a doubling of production in just one year. This consequently resulted in better monetary returns for thousands of farmers and a boost to the local oil industry.
Such sector friendly policies, in addition to other programmes like irrigation, agricultural mechanization, post-harvest management, strengthening cooperatives, crop intensification, value addition and financing, will no doubt boost the sector that is vital to the national economy.

Study identifies reasons for low agriculture production


‘Strategies are being worked out to boost productivity’
The Department of Agriculture is analysing the constraints leading to productivity gap in different major crops in the district as part of several measures recommended in its action plan 2012-13.
Studies identified the major constraints that are affecting the crop productivity are poor soil health, lack of efficient irrigation facility and water reach to tail-end areas, and low degree of farm mechanisation and inadequate extension.
In paddy cultivation, non-adoption of green manuring and grain legumes preceding rice in kharif and indiscriminate use of nitrogenous fertilizers and top dressing of complex fertilizers containing phosphorous apart from improper nursery management, low plant population, over aged seedlings, etc., are contributing to low paddy production. Another reason for low production is micro-nutrients, including zinc deficiency.
In the pulses crop, non-adoption of seed rate, and location specific high yielding varieties and non adoption of seed treatment and proper plant protection management were the reasons for poor production levels. Failure in application of phosphorous fertilizers and micro-irrigation systems are also the reasons for poor crop performance.
Poor mechanisation and management of stem and bud necrosis, non adoption of micro-irrigation systems and non-usage of quality seed, seed treatment and low usage of gypsum, were reasons for low productivity in oil seed cultivation.
Pest management
The agriculture officers as part of measures to boost productivity levels suggested interventions at village and mandal levels using of green manure, reclamation of problematic soils and soil correction of micro-nutrient deficiencies. Some of the strategies recommended, including capacity enhancement for farmers on specific nutrient requirement for paddy, training farmers on over-aged seedlings management, supplying of paddy transplanting machines on subsidy, imparting training on weed and integrated pest management.
Joint Director of Agriculture K. Venugopala Rao told The Hindu that the constraints had been identified for low agriculture production and strategies were being worked out to tackle them and farmers were being educated on the steps that should be taken in this regard.

Irrigation altering Georgia's agricultural geometry


Center-pivot irrigators can keep hundreds of acres at a time watered and healthy, even during droughts. From the air, they can be spotted as circles, rather than conventional fields shaped like squares and rectangles.

Peyton Sapp can recall a simpler time, when Burke County’s sprawling farms were divided mostly into squares and rectangles.
Today, however, more and more circles are appearing across Georgia’s rural landscape, as farmers invest in high-tech center-pivot irrigation systems.
“It’s almost a necessity now,” said Sapp, Burke County’s University of Georgia extension coordinator. “I don’t know of many farmers who can put up the money to plant without some percentage of irrigated land.”
The trend toward automated irrigators that can cost $100,000 to $150,000 or more to build and install is much more than a shift in agricultural geometry.
“When you talk about economic development, water use and agriculture, people don’t always lump it all together,” he said, noting that Burke County alone produces more than $100 million in agricultural commodities each year.
Although recurring droughts certainly influence the move toward irrigators, changes in the economic climate wield considerable influence as well.
“Even if you leave out the drought part of it, in any year, two weeks without rainfall can cause you to lose a crop,” he said. “Lenders lend money against land and equipment to help farmers plant, and they almost will not lend unless you have a certain percentage that is irrigated.”
Surface streams and irrigation ponds are still widely used, but modern center-pivot irrigators typically rely on subterranean aquifers that are far less vulnerable to the effects of drought.
“Because of the complexity of agriculture these days, your business plan can’t rely on irrigating from a farm pond,” he said. “Evaporation alone can drop a pond level to nothing – this year, we see it everywhere.”
Georgia’s Environmental Protection Division, which tracks the number of water withdrawals for agriculture, has issued more and more permits in recent years.
“We have only issued seven agricultural water withdrawal permits so far this calendar year, but several hundred applications are under review,” said agency spokesman Kevin Chambers.
The number of permits, including both groundwater and some surface water systems, rose from 245 in 2008 to 272 in 2009. The number fell slightly in 2010, to 240, before increasing to 379 permits last year.
State geologist Jim Kennedy said much of the state sits above major aquifers that are both abundant and resistant to change, making them reliable resources to keep corn, peanuts, cotton, soybeans and other crops alive.
“Those are the deeper, confined systems,” he said. “The time periods for recharge are on the order of sometimes hundreds, or even thousands, of years.”
Despite more and more water being pulled from deep wells, state officials do not foresee rapid depletion of major aquifers.
“Ponds and streams are hydraulically connected with the surficial aquifers, which are affected by drought,” he said. “You can see the fluctuations, and then when we get a rainy season, the streams and ponds come back.”
Wells drilled into the deeper aquifers can, however, create temporary “cones of depression” if located too close to a similar well. Such cones could temporarily affect nearby wells, which is one reason why state regulators evaluate and issue permits for agricultural water withdrawals.
The amount of irrigated farmland in Georgia is expected to continue to grow, even if the current drought cycle subsides, according to a University of Georgia projection, which calculated that there were 1,336,291 irrigated acres in the state in 2010. That figure, the report said, is expected to expand by more than 350,000 acres by 2050.
Other studies, including one conducted during preparation of the 2011 Georgia State Water Plan, also found that the Savannah River Basin holds abundant supplies of groundwater.
“In preparing a lot of these regional water plans, we find the sustainable yield for these aquifers was higher than the level of use,” Kennedy said.

Rwanda: Rain-Dependent Agriculture a Waste of Time and Money

Only about two months ago, heavy rains pounded the East African region with intensity and in some places even caused flooding.
Here in Rwanda, floods swept away homes, crops and temporarily displaced hundreds of people in low altitude areas. There were even two or so deaths reported to have occurred as a result of mudslide on one of the hills near Kigali.
That was between April and May. Suddenly, the rains have stopped just as farmers get down to do some work. Officials of the meteorology department say forecasts show that there is no more rain expected this season. This means that the dry season has come earlier than expected. Yet the first season rains came extremely late. What does this mean to our rain-fed agriculture and food security in general? Indeed as the English say; your guess is as good as mine. There is a real possibility of hunger in the region.
First of all, the brief rains came after about five months of extremely dry weather that in some areas forced pastoralists to migrate in search of water for their animals. In 2009 the entire cattle, goat and sheep population was almost wiped out in north-western Kenya following a devastating drought that lasted over a year.
Global warming presents two extreme weather conditions--very wet and extremely hot which call for careful planning in order to strike a balance.
One such solution is investing in research and development of early maturing crops. If rains come and go in just two months, it is a waste of time and energy to plant maize varieties that mature after 90 days unless other contingency measures such as irrigation are put in place.
It is equally time wasting to let farmers continue planting traditional crops grown by their fore fathers decades ago when the land was still virgin and rainfall still reliable and predictable.
We must also consider investing more in irrigation and water harvesting technology. Just two months ago, as this year's belated main rain season started, seasonal rivers in parts of Rwanda and western Uganda sprung to life. We watched while that water kept flowing allover while some evaporated into the atmosphere. Yet farmers are now faced with the possibility of real crop failure just a few weeks to mature. It is no longer acceptable in this age and era for farmers to watch as maize the needed only two more weeks of rain (water) to dry when a month earlier there was plenty of it flowing around.
There has been a lot of talk about global warming and how to mitigate its effects. Several international conferences have been convened but no concrete action has been taken to deal with this phenomenon. The real challenge, as things appear now, is in striking a balance between these two extreme weather conditions--plenty of water and severe drought.
In East Africa we are all talking about transforming our agriculture from peasant to modern and commercial farming. This is rightly so considering that farming is the source of livelihood for a majority of east Africans. But it is doubtful if those who depend on farming as well policy makers fully appreciate the core aspects of modern farming. Often, modernization of agriculture has been viewed within the lens of use of modern tools of cultivating the land and harvesting; planting improved seeds and appropriation of large chunks of land for large-scale production. And scientists have indeed done a wonderful job of producing improved varieties of cereal such as rice and maize, roots crops such as cassava and potatoes as well as fruits and vegetables.
Despite these innovations, productivity remains low and famine looms large because the most important component of modern farming--provision of adequate water--has not yet been tackled. Our agriculture almost entirely remains rain-fed.
Rwanda is currently making an effort in this direction with more acreage now under irrigation. In the 2012/13 budget estimates presented to parliament two weeks ago, the minister of finance, John Rwangombwa promised even more funding to expand irrigation schemes in the country under the Water-Harvesting and Hillside Irrigation project. It is only when farmers are able to produce through out the year, without having to depend on rain, that we can guarantee food security for all.

Minister inspects facilities at agricultural engineering college

A.Tajuddin, Dean of the college, explained and narrated various activities and research projects of college to Mr. Damodaran.
The workings of tractor-operated multipurpose hoist, engine operated weeder, tractor drawn weeder, improved coconut tree climber and tamarind shell huller were demonstrated to the Minister Mr.Damodaran appreciated the efforts taken by scientists of the college in fulfilling felt needs of farmers by carrying out need based applied research.
T. Pandiarajan, Associate Professor and Head, demonstrated various food processing equipment to the Minister.
D. Jayakumar, Professor (soil science) and P. Masilamani, Associate Professor (seed technology) explained the breeder seed production activities of this college.
K.Nagarajan, Associate Professor (soil water conservation) and S. Somasundaram, Assistant Professor (agronomy) demonstrated different irrigation technologies including surface and sub-surface drip, sprinkler and raingun.

Israeli irrigation expert wins World Food Prize

An Israeli scientist who has reached across political and ethnic boundaries to help dozens of countries in the Middle East, Africa, Asia, and South America improve agriculture with new irrigation methods will receive the World Food Prize, the prize's foundation announced Tuesday.

Daniel Hillel, who is credited with developing drip irrigation methods that conserve water while allowing food to be grown in some of the world's driest climates, was named the winner of this year's $250,000 prize during a ceremony in Washington. He will officially receive the prize Oct. 18 during the annual World Food Prize Symposium in Iowa.
The system Hillel developed, called micro-irrigation, carries water through narrow plastic pipes to plants, where it drips or trickles onto the roots. It has revolutionized agricultural practices in more than 30 countries over the past 50 to 60 years, helping thousands of farmers, said World Food Prize Foundation President Kenneth Quinn.

The World Food Prize, which honors efforts to fight global hunger, was created by Norman Borlaug, the winner of the 1970 Nobel Peace Prize for his efforts to increase food production in developing nations with the use of hybrid crops. He died in 2009.

Quinn noted that several of the letters supporting Hillel's nomination came from individuals and institutions in Egypt, Jordan and the United Arab Emirates.

"He's able to reach across the intercultural gap with this agricultural achievement in order to address that problem that they have in common about how to lift people out of poverty and reduce hunger by working together," Quinn said. "In an area of the world and in lands where the divides (whether they be ethnic, political, religious, or diplomatic) seem so great, here is a man who by devoting his life to this peaceful development has sought to bridge those gaps."

Hillel told The Associated Press in a phone interview from Israel that managing natural resources, respecting ecosystems, and living in an environmentally sustainable manner transcends boundaries.
"I'm a great believer in international cooperation, and I've devoted much of my career to it," he said. "I believe in peace. I'm a passionate believer in peace rather than rivalry, enmity and destruction."

Hillel, 81, was born in Los Angeles, but after his father died, he moved at age 1 in 1931 with his family to Palestine, which became the state of Israel in 1948.

At age 9, he was sent to live in a rural, communal settlement known as a kibbutz, where he learned farming practices and gained a respect for the land. After earning undergraduate and graduate degrees in the United States, he returned to Israel in 1951 and joined the Ministry of Agriculture, where he helped create the first map of the country's soil and water resources.

Within a year, he joined a group of settlers who were dedicated to creating a viable agricultural community in the Negev Desert highlands in southern Israel, where water was scarce. Working with those farmers allowed him to develop and refine his ideas on micro-irrigation, he said.

For thousands of years in the Middle East, irrigation involved diverting large quantities of water from rivers, trapping it in basins and using it to soak farmland. The soil would then gradually dry out. It was an inefficient method of growing crops, Hillel said.

The availability of inexpensive, small plastic pipes after World War II created the possibility of moving water to crops in a more continuous fashion. The pipes could be perforated to allow water to drip from small holes down to the roots of plants, Hillel said. In time, fertilizer was added to the water.
"With a little bit of water, you'd get a much better crop," Hillel said. "This was a great innovation. I was in on the ground floor of this. I can't say that I was the inventor of it, but I was very active on the early stages of it and developing the philosophy of it."

David Ben-Gurion, the founder and first prime minister of Israel, visited the farm and was so impressed he asked Hillel to take his ideas to Asia, Africa and South America. Hillel said he's visited as many as 40 different countries during his career.

"We need to learn how to manage land so that it will not degrade and do it efficiently. At the same time, we must maintain natural ecosystems without encroaching upon them without excessive deforestation and destruction of biodiversity," he said. "All of that is a great concern to me, and I'm devoting my career to it."
