A platform for Nebraska agriculture’s future

The 25th Annual Governor’s Ag Conference will be held February 12-13 at the Younes Conference Center in Kearney. I invite all Nebraskans to attend this event and participate in discussions that focus on the future of the state's number one industry.

The theme for this year’s conference is “A Platform for Nebraska Agriculture’s Future.” The conference will challenge the farmers and ranchers, agribusiness representatives, and policy and business leaders in attendance to think about some of the key policies and practices that will drive agriculture in the coming decade.

Kicking off this year’s conference will be Dr. Roger Beachy, with the Donald Danforth Plant Science Center in St. Louis, Mo. Dr. Beachy will discuss the future of biotechnology, and how new research and policy considerations may influence opportunities for Nebraska.

There has been a great deal of discussion in Nebraska and across the nation the past few years about livestock production practices and livestock welfare in general. We will have two speakers who will address this topic – Tyson Redpath and Dr. Ronnie Green.

Tyson Redpath is with The Russell Group of Arlington, Va. He will discuss the effects of state animal welfare laws on interstate commerce. Dr. Ronnie Green, vice chancellor of the Institute of Agriculture and Natural Resources at the University of Nebraska-Lincoln, will discuss a UNL analysis of Nebraska’s position within the United States as a food producer now, and in the future.

We’ll also hear from Jerry Hagstrom, with the Hagstrom Report. He’ll provide an analysis of current activity in Washington, D.C., that could affect Nebraska agriculture, including the status of the farm bill, results of activity related to the federal budget and overall deficit, and other federal action that may influence the future for farmers, ranchers and agribusinesses.

In addition to these policy issues, we will focus on the near-term outlook for drought in the state. Nebraska Climatologist Al Dutcher will provide an overview of what to expect. This information will be valuable to our farmers and ranchers as they work to determine what actions they can take in their operations to lessen the drought’s impact.

Agriculture is an important part of our economy and as we celebrate this 25th anniversary of the Governor’s Ag Conference I look forward to hearing from our speakers and discussing the important issues that will challenge agriculture in the months, years and decades ahead.

African States Urged To Pursue Rapid Productivity Growth In Agriculture

LAGOS, NIGERIA, Sept 20 (BERNAMA-NNN-GNA) -- African countries have been urged to pursue rapid agricultural productivity growth, and institutional reforms which will make their agriculture sector viable, efficient and competitive.

Dr Akinwunmi Ayo Adesina, Nigeria's Minister of Agriculture and Rural Development, who made the call, says achieving agricultural productivity growth will also require a structural change in the labour composition of the sector which calls for encouraging young commercial farmers to meet the increasingly complex challenges of market and technology.

"Agriculture holds the greatest potential to create millions of jobs, we therefore need to create jobs for our many unemployed youth and then feed our rising population well into the future," he said in a speech read out at the opening of a two-day Regional Creating Shared Value (CSV) Forum here on Tuesday.

The minister said the sector should be seen as a business and not a development programme and there was also a need to focus on agricultural value chains instead of just increasing production.

Namibia/Palestine Sign Agriculture Mou


Namibia and Palestine signed a memorandum of understanding (MoU) on Friday to co-operate in areas such as the financing of joint agriculture projects, research in agro-technology, food security and more.
At the first-ever agreement signing ceremony on agriculture between the two countries here, Minister of Agriculture, Water and Forestry, John Mutorwa, noted that Namibia supports the just cause of the Palestinian people and their right to statehood.
"Our two countries largely share similar climatic conditions of arid to semi-arid climates, with limited arable land. It is thus imperative to share experiences and technical knowledge in agriculture, more so now with the challenge of climate change, which the entire world is facing," he stressed.
According to Mutorwa, climate change has affected and is affecting Namibia to such an extent that government has identified the country to be highly vulnerable to the negative impact of climate change.
He indicated that for this reason, areas such as the expansion of agriculture and food production, agri-business and increased investments in agriculture, to mention but a few, are some of the projects that could be jointly implemented in the rural areas of Namibia and Palestine.
"Namibia will continue to support the legitimate struggle of the Palestinian people, to achieve their inalienable right to national self-determination and independence. We also support the Two-State nation, a Palestinian state living side-by-side with the state of Israel, in peace and harmony," he noted.
Meanwhile, at the same occasion, Palestinian Minister of Agriculture, Walid Assaf, noted that Israel's obstruction of water and sanitation to Palestinians has hampered agricultural development in his country.
He noted that without the sovereignty of the Palestinians over their natural resources, specifically land and water, optimal development would not happen.
The agreement will strengthen and consolidate co-operation between the two countries, which will exchange know-how in the fields of water, modern irrigation techniques, forestry development, controlling animal cross-border diseases and co-operation in plant protection, medicinal and aroma herbs and modern date planting techniques.
"We are ready to support Namibian farmers with the transfer of technology and training," he noted.
A high-level Palestinian-Namibian Agricultural Committee was appointed to supervise the implementation of the agreement by introducing the co-operation priorities and vital projects for both ministries.
The committee is also responsible for setting up an action plan and timetable to ensure the implementation of the MoU.

Ugandans fall for Korea agricultural models

A soft-spoken maize farmer from Mpigi district, Ssebabi is here because a trip to South Korea changed his life. More than 100 people attended the first summit of the Korea-Uganda Agriculture Rural Development Partnership last Tuesday. The mostly Ugandan crowd listened to a panel of agriculture experts.
The panel discussed how that sector’s development fostered Korea’s transformation into a major economic power. This was achieved through technological innovation, economic and political reforms. The panel agreed there is much Uganda can learn from how Korea modernized its agricultural society.
Ssebabi visited Korea in 2010 with the Twekembe Association Centre for Rural System and Development, a Ugandan NGO committed to strengthening rural communities. In Korea, he learnt about that country’s cutting-edge fertilizing techniques. He decided to bring them home. Before the trip, Ssebabi’s maize crop yielded 2,000 kilos per month. It now yields as much as 10,000 kilos over the same period.
“Their mindset in Korea is different because they look at farming as a source of revenue,” Ssebabi said. “Here, people see it as being the work for people who have failed in life.”
Bernard Bashaasha, associate professor of agriculture at Makerere University, agreed that Uganda’s cultural views on farming must evolve.
“Something must be done to get us into action and get our farming community mobilized and motivated,” Bashaasha said. “To many young people, the thinking is ‘I wanted to practise medicine but I failed; so, I ended up farming,’ and I want that to change.”
More than cultural forces hold Uganda’s agricultural sector back. Agriculture employs 77 per cent of Uganda’s labour force and makes up more than 85 per cent of its exports, but constitutes only a third of the country’s GDP.  Shoddy infrastructure, weakening soil fertility and high transactional costs prevent this sector from realizing its potential. Inadequate storage facilities also undermine farm operations, spoiling almost a third of all crops after they are harvested.
“So much emphasis is placed on productivity,” Bashaasha said. “But to me, the easiest thing would be to protect the 30 per cent of crops we already make and then lose.”
In the early 1960s, Korea was one of the poorest countries in the world. A USAID report published in 1961 called the Asian country “a nightmare, an albatross, a rat hole and a bottomless pit.” Per capita income was a meagre $89.
The following decades ushered in a series of agricultural and political reforms. The country went from zero to 100 per cent mechanized rice cultivation, developed more versatile seed strains of staple crops, improved infrastructure and trained farmers in market specialization and value addition. Korea is now the world’s fifteenth largest economy and considered a model for economic development and democratic governance. Its leaders are eager to showcase their nation’s example.
Young-Kong Koh, senior advisor in agriculture to the Korea International Cooperation Agency, spoke for the panel about his country’s development and the potential for stronger bilateral relations between Korea and Uganda.
“I agree that Uganda has the potential to achieve even more than South Korea,” Koh said. “I believe this can be realized in the future.”
Koh argued that the Ugandan government must do more to strengthen its agricultural sector. He said this should be achieved through greater financial support towards farmers.
“In the US, even today in the 21st century, the government provides direct loans and credit to farmers,” Koh said. “This should also happen here.”
To reach the Korean level of development, Uganda must undergo a series of profound reforms to its educational system, transport routes, agricultural financing and trade policies. But for farmers like James Ssebabi, positive changes have already begun.
“I get some money now, and the people are learning from me,” Ssebabi said.
“Especially the youth of my community.”

Climate-Smart Agriculture to Reduce Vulnerability

RIO DE JANEIRO, Jun 23 2012 (IPS) - Agroforestry is gaining ground as a tool for climate change adaptation and mitigation in Central America, a region where global warming could generate losses equivalent to 19 percent of gross domestic product.
“Agroforestry is our only alternative to mitigate and adapt to climate change,” Alberto Chinchilla, executive director of the Central American Coordinating Association of Indigenous and Peasant Community Agroforestry (ACICAFOC) told Tierramérica.
A side event of the United Nations Conference on Sustainable Development (Rio+20), held Jun. 20-22 in Rio de Janeiro, addressed this “climate-smart” agriculture approach that could help reduce the vulnerability of the Central American region.
The meeting was attended by government ministers, scientists, technicians and farmers.
An agroforestry system combines trees with agricultural production and livestock grazing. Its practice, enhanced by scientific research, can contribute to the development of environmentally friendly methods and technologies, said Chinchilla.
For example, trees can help in the recovery of water sources, provide protective shade to crops, conserve moisture, and keep pasture lands cooler, reducing the heat stress suffered by cattle.
Agroforestry can also contribute to the recovery of native or endangered tree species while increasing the food security of communities.
“Agroforestry links agriculture, food production and trees. We can no longer continue to implement agricultural policies with the Ministry of Agriculture separated from the Ministry of Environment. We must harmonize these policies, and trees must be part of agriculture,” Chinchilla maintained.
The effects of climate change are the biggest threats facing Central America, made up by seven countries with a combined population of 43 million inhabitants, almost half of whom live in poverty.
Protected areas make up 27.5 percent of the region’s total land area. But it possesses enormous biodiversity, according to Rigoberto Cuéllar, the minister of natural resources and environment of Honduras.
Cuéllar fully supports the implementation of agroforestry systems in his country.
“Climate change is one of the factors that limit sustainable development in the region. We are actively backing agroforestry and the promotion of productive activities. We need to define clear policies to carry out coordinated actions in our countries,” he said.
Central America’s GDP is growing by five percent annually, but it is estimated that the region has lost 1.7 percentage points of GDP in the last two decades due to climate disasters.
According to Chinchilla, the practice of agroforestry has expanded considerably over the last decade in the region. The Central American countries could come to represent the vanguard in this approach thanks to a series of projects that promote agroforestry and food security.
The International Fund for Agricultural Development (IFAD) and the Japan Social Development Fund administered by the World Bank are financing initiatives for agroforestry systems incorporating cacao and coffee production, silvopasture systems (combining livestock grazing and tree crops) and reforestation. ,
Over the next four years, some 10 million dollars will be invested in community agroforestry through projects with ACICAFOC partners. The beneficiaries are members of indigenous and peasant farmer communities.
Chinchilla said that the challenge is to integrate traditional and scientific knowledge.
To that end, ACICAFOC has joined with the Tropical Agricultural Research and Higher Education Center (CATIE) to organize a training program to strengthen traditional and academic knowledge on tropical agroforestry systems.
The Tikonel Association for the Development of Production and Services is a prime example of local initiatives around agroforestry products. Executive director Francisco Xanté Lobos said that Tikonel works with 16 rural communities, most of them K’iche’ Maya indigenous communities, who grow tree species like pine and cypress on plantations that have earned green label certification.
They also produce coffee, macadamia nuts and cacao alongside these timber species.
“After 20 years we realized that we have done many things that contribute to sustainable development. We want to call on governments to do more to promote integrated development as a way of contributing to a better quality of life,” Xanté Lobos told Tierramérica.
Costa Rica, for its part, is a model of national efforts to promote reforestation and payment for environmental services. According to Environment Minister René Castro, the country’s forest cover had been reduced to a mere 21 percent of its national territory in 1987, but was increased to close to 52 percent by 2010.
“This year we are going to reach 4.8 million trees, one per inhabitant,” announced Castro in his presentation. Reforestation is a national effort, funded by a fuel tax based on the “polluter pays” principle and implemented through a system of payment for environmental services, he explained.
An additional program in Costa Rica focuses on reforestation with native and endangered tree species. “Cattle ranchers and farmers who plant endangered species are reimbursed with 50 percent of the cost,” said Castro. It is a simple instrument which demonstrates that it is possible to recover these tree species, he added.

Minister inspects facilities at agricultural engineering college

Agriculture Minister S. Damodaran visited the Tamil Nadu Agricultural University Agricultural Engineering College and Research Institute, Kumulur, and inspected various facilities available.
The Minister inspected classrooms, computer centre, workshops, food processing laboratory and irrigation park of the college. J.Sekar, Joint Director of Agriculture, accompanied the Minister.
A.Tajuddin, Dean of the college, explained and narrated various activities and research projects of college to Mr. Damodaran.
The workings of tractor-operated multipurpose hoist, engine operated weeder, tractor drawn weeder, improved coconut tree climber and tamarind shell huller were demonstrated to the Minister Mr.Damodaran appreciated the efforts taken by scientists of the college in fulfilling felt needs of farmers by carrying out need based applied research.
T. Pandiarajan, Associate Professor and Head, demonstrated various food processing equipment to the Minister.
D. Jayakumar, Professor (soil science) and P. Masilamani, Associate Professor (seed technology) explained the breeder seed production activities of this college.
K.Nagarajan, Associate Professor (soil water conservation) and S. Somasundaram, Assistant Professor (agronomy) demonstrated different irrigation technologies including surface and sub-surface drip, sprinkler and raingun.

South Africa: Country-Saudi Arabia SPV Will Create Jobs, Opportunities


Cape Town — The Minister of Trade and Industry Rob Davies says a joint Saudi Arabian-South African Special Purpose Vehicle (SPV) would help create jobs in South Africa and new opportunities for South African businesses in Saudi Arabia.
Davies said the joint venture company, which aims to create an initial R20 billion in business opportunities, is part of the department's drive to help forge trade links with new growth regions.
The Saudi Arabia South Africa Holding (SASAH), which was launched in April in Saudi Arabia by the Saudi Arabia, South Africa Business Council, is a SPV to enhance business activities between the two consortia from both countries.
Davies said many of the Gulf nations were looking to make investments in agriculture in Africa, to ensure food security for their own population.
Saudi Arabia was also looking for South African expertise and technology in mining and other sectors.
Saudi Arabia, South Africa Business Council co-chair Iqbal Surve said the holding company had already attracted attention from Saudi Arabia businessmen.
He said while he was in Istanbul attending a business conference over the past few days, he was approached by four large Saudi Arabian businesses looking to invest in agriculture and manufacturing in investments through SASAH, totalling R6 billion.
He said the large companies had welcomed the holding company, pointing out that it made it easier and lowered the risk when it came to making investments.
Surve said the council would identify opportunities for South African firms in Saudi Arabia.
He believed the Saudis were also looking to tap into South Africa mining expertise, with the north-west of Saudi Arabia set for a mining boom.
Possible sectors for collaboration are agriculture, mining and petro-chemical downstream industries, he said.
An initial R20 million will be used to conduct bankable feasibility studies, he said.
The holding company will be made up of different business sectors, including real estate, health service, agriculture, trading, technical services, automotive industries, mining and minerals, construction, power construction, petro-chemicals downstream and engineering.
The holding company would then have the opportunity of taking equity and will have the first right of refusal up to 20% equity in any joint venture.
SASAH will be entitled for free, five percent equity in any joint venture initiated and promoted by the holding company
Surve believed there was also scope for Saudi Arabia's sovereign wealth fund to make investments in the holding company.
Saudi Arabia had already capitalised the company and South Africa would make capital injections in the near future, he said.
Both countries have the biggest economies in their respective regions and the idea for a holding company was proposed by Surve and other co-chair of the Saudi Arabia South Africa Business Council, Said Al Qahtani. The idea had been endorsed by Prince Faizal bin Saud.
Surve said SASAH would not be the only means of interacting between the two countries, but that the company would make it more easy for the two to do business and enhance relations between the two countries.
Davies leaves for Washington for talks on the future of the Africa Growth and Opportunities Act (Agoa) forum.
Agoa - which allows a large number of goods to enter the US, duty free - is due to expire in 2015.
Davies said the department had identified a number of market access issues hindering Agoa, but that the first prize would be to see that the agreement to continue.
He said he would also push for a firm time commitment on Agoa and added that countries like Lesotho are "highly dependent" on the trade agreement.
He is also expected to sign the Trade and Investment Framework (Tefa) - a trade facilitation agreement between South Africa and the US, one of its top three trading partners.

Science and technology holds key to triple agricultural yields

Dr. Godwin Koku Senanu Aflakpui, Research Scientist and Rector, Wa Polytechnic, on Thursday said there was the need to put more scientific and technological input into agricultural production, as "it can triple the yields of farmers.

"It is key to look at the science of the climate, and to help farmers adapt to these climate change and weather patterns which in effect will help increase our food production tremendously".

Dr. Aflakpui, said this in Accra at a public lecture organized by the Ghana Academy of Arts Science (GAAS) on the topic, "Poverty and Climate Change in Sub-Saharan Africa: Are We Winning or Losing the War?

He said less than half Sub-Saharan African countries had attained the New Partnership For African Development (NEPAD) minimum 6% growth rate of Gross Domestic Product since 1995, but only a few countries had consistently maintained the rate from 1995 till 2011; making it difficult to meet the Millennium Development Goals (MDG) by the target date, he said.

Dr. Aflakpui said in addition, there were serious challenges to improving the performance of the agricultural sector in Sub-Saharan Africa, to meet the MDGs.

"Whether we lose or win the game against poverty and climate change depends on the seriousness with which we implement research and development interventions to improve and modernize agriculture," he said.

He said this would reduce poverty, mitigate the effects of climate change and help the vulnerable through the adaptation mechanisms.

He said agriculture in Sub-Saharan Africa was predominantly rain-fed and therefore, the fortunes of the agricultural sector had generally followed the rainfall patterns from year to year.

Dr. Aflakpui added that Sub-Saharan Africa contained large tracts of degraded lands with extremely low agricultural productivity, especially in the Sahel region.

"For example, average crop yields per hectare in Sub-Saharan Africa are 1.5 tons for maize, 0.8 tons for sorghum and 0.7 tons for millet; as compared to 2.5 tons of maize in many other parts of the world," he said.

Dr. Aflakpui said this was due to poor soil quality, which occurred when soil organic carbon was lost to the atmosphere, leading to desertification.

He said it was estimated that the affected areas ranged from 3.47 to 3.97 billion hectares.

Dr. Aflakpui stressed that whilst there were existing policies on improving agricultural produce, "the key thing is in ensuring that the policies and interventions we have now work".

The lecture was attended by researchers, scientists, academia, students, journalists and a cross section of the public.**

Rwanda: Agriculture Expo Focuses On Agro-Processing

The 7th agriculture expo was officially opened on Tuesday in Mulindi by Prime Minister Pierre Damien Habumuremyi under the theme "Accelerating agriculture transformation by promoting agro-processing technologies."
The 2012 agriculture show brings together 140 exhibitors from nine countries namely Burundi, Tanzania, Kenya, Democratic Republic of Congo, South Africa, India, China and Rwanda. The exhibition features a wide range of innovations in the agriculture sector such as irrigation and mechanization, agro- processing and modern livestock among others.
Francois Kanimba, the Minister of Industry and Commerce, noted that there has been an increase of participants over the years since the annual fair started in 2003 because it has been very useful in the transfer of knowledge and experience.
Different agricultural products on the ground bear testimony to the big efforts made over the years to transform the sector. For instance, a bunch of a banana can today weigh over 170 kg simply due to better management of plantations and trees.
However, Prime Minister Habumuremyi challenged all concerned to put more efforts in agro-processing to add value and spur economic growth.
"It doesn't make sense to see local factories lacking raw materials and importing them at a very high cost, while farmers decry the lack of buyers for their products," the Prime Minister told the participants. "There is a need to make both sides complement each other. This is the basis of the national development."
The solution, Habumuremyi noted, is for businesspeople to invest in the sector. "If it has been possible in other countries, why can't it be possible in Rwanda?" he asked.
The Prime Minister also urged farmers to take advantage of financial services that are dedicated to supporting small and medium enterprises such as the Rural Investment Fund (RIF) dedicated to transforming rural areas and the Business Development Fund (BDF) providing SMEs with collateral to obtain loans from commercial banks.

Belarus’ agricultural producers urged to be competitive in foreign markets


Belarusian agricultural products must be competitive in foreign markets, Prime Minister Mikhail Myasnikovich told journalists while attending the international exhibition Belagro-2012.

“Our products must be competitive, not only in the taste qualities but also in prices. We have to work with minimal costs. We are going to trade and sell large quantities of our high-quality products, but they have to stand up to tough competition,” Mikhail Myasnikovich said.

As an example, the Prime Minister cited trade cooperation with Russia. "Today we trade with the Russian Federation, our main partner in the Single Economic Space. But they also produce dairy products and seek to make them high quality," he said. In this situation, domestic producers have to be prepared for increased competition. The same applies to other markets, where Belarus’ agricultural products are exported. “The traditional markets, where we work now, will not buy, for example, our poultry in two or three years because they will start to produce it by themselves. This also applies to potatoes,” Mikhail Myasnikovich said.

That is why the use of cutting-edge technologies is getting increasingly important in all sectors of agriculture. "Belarus has already made good progress in agriculture. To make the next step, we need high technology in livestock breeding, production of animal feed. We are focused not on production figures only. We seek to produce more with less,” he said.

Belarus is interested in implementing joint projects in the agriculture with other countries. “Issues relating to trade are getting to the sidelines, and this is right. We need to unite effort in production, we need to create transnational corporations,” said the Prime Minister. Such cooperation including single industrial policy will be discussed at a meeting of the heads of government of the Customs Union member states in St. Petersburg on 15 June

Mikhail Myasnikovich praised the latest achievements of the Belarusian agrarians, scientists and industrialists displayed at the Belagro exhibition, emphasized the NASB’s considerable contribution into agriculture. In his words, Belarusian science has focused on concrete projects and advanced technologies.

Apart from original national developments, the exhibition showcased many “hydrides”, i.e. machinery, equipment and technologies developed by Belarusian specialists taking into account international practices. “It should be encouraged in every possible way, especially at the first stage with pilot batches. The state support plays an important role here as well, and we are determined to provide it,” the head of government said.

Attending the exhibition are numerous delegations that hold talks regarding joint projects, establish new contacts. “Such contacts should bring contracts. Every fair, exhibition or stand should result in concrete economic agreements,” the PM said. Readiness to expand partnership with Belarus has been confirmed by Kazakhstan, Ukraine, Kyrgyzstan.

Belagro-2012 is taking place at the Football Manege in Minsk on 5-8 June and at the Gastellovskoye showground (Minsk District) on 6-10 June. The exhibition is conducted by Minsk Expo in cooperation with the Agriculture and Food Ministry, the Industry Ministry and the National Academy of Sciences of Belarus. The traditional agrarian forum demonstrates Belarus’ main agricultural policies and the latest achievements in the agrarian sector. Partaking in the exhibition are over 300 companies from 18 countries.

Japan Assists Sub Saharan Africa To Develop New Rice Varieties


The African Agricultural Technology Foundation (AATF) has signed a license agreement with Japan Tobacco (JT) for access to technologies that will address rice productivity constraints affecting smallholder farmers in Sub-Saharan Africa.
The agreement involves the application of JT’s transformation technology to develop new rice varieties for use by smallholder farmers in Burkina Faso, Nigeria, Ghana and Uganda.
The initiative, known as the Nitrogen Use Efficient Water Use Efficient and Salt Tolerant (NEWEST) Rice Project, seeks to address some of the major constraints that face rice production in SSA.
The goal of the project is to develop and disseminate farmer preferred and locally adapted rice varieties with enhanced nitrogen-use efficiency, water-use efficiency and salt tolerance. JT will offer the technology free of charge to the AATF with an aim of supporting humanitarian aid projects.
“The slow growth in domestic rice production has been attributed to low yields being achieved by rice farmers in SSA,” said Dr Denis Kyetere, the Executive Director of AATF.
“Several factors are responsible for the low rice production. However, nitrogen deficiency and drought have been cited as leading constraints to upland rice production, while high salinity is increasingly becoming a major problem in many rice growing areas of Africa,” he continued.
Rice is an important staple food and a commodity of strategic significance across much of Africa. Driven by changing food preferences in the urban and rural areas and compounded by high population growth rates and rapid urbanisation, rice consumption in SSA has been growing by 6 percent per annum over the years, more than double the rate of population growth.
However, according to the Food and Agriculture Organisation, the area under rice production in SSA has stagnated at about 8 million hectares, producing about 14.5 million tonnes per year against an annual consumption of 21 million tonnes. These production and consumption trends imply a production deficit of about 6.5 million tonnes per year valued at US$ 1.7 billion that is imported annually. Insufficient rice production affects the wellbeing of over 20 million smallholder farmers in SSA who depend on rice as their main food.
“The license will enable the project to utilise our plant transformation technology for monocot species, PureIntro®, developing and deploying the nitrogen efficient, water efficient, and salt tolerant rice products, free of royalties,” said Mr Masamichi Terabatake, JT’s Chief Strategy Officer.
JT’s plant biotechnology is independently managed from its core businesses including its tobacco business and food business, and is not applied to its product development conducted within those businesses.
PureIntro is an agrobacterium-mediated plant transformation technology that is recognised worldwide as de facto standard for monocot transformation. The technology reduces development costs and time. PureIntro has been licensed by JT to more than 50 private and public entities worldwide for numerous monocots including maize, rice, wheat, barley, sorghum, sugarcane, switchgrass, miscanthus, forage and turf.
“The agreement will also allow AATF to sub-license the transformed materials to other public institutions working on the project. This will enable them to field test the materials in different ecologies in SSA,” Mr. Terabatake continued. The institutions will have the freedom to breed new rice varieties, using the transformed materials as the source of the desired traits.
The NEWEST Rice for Africa Project was launched by AATF in 2008. The initiative aims to transform some varieties of the New Rice for Africa (NERICA) to improve their productivity in nitrogen-poor soils, drought prone regions and in fields that have become excessively salty over time. The goal is to provide smallholder rice farmers with higher yielding varieties that are well adapted to the upland and lowland rice-growing areas in Africa.
Other partners in this private public partnership include Arcadia Biosciences who are providing access to traits that confer nitrogen use efficiency, water use efficiency and salt tolerance. The University of California is donating required plant transformation technologies. The International Center for Tropical Agriculture (CIAT) and the national agricultural research institutes of Burkina Faso, Ghana, Nigeria and Uganda will conduct the necessary field trials to test the performance of the new varieties. The project is funded by the United States Agency for International Development (USAID) and the United Kingdom’s Department for International Development (DFID), and will initially be implemented over a 10-year period.
The new varieties developed under the NEWEST Rice Project are anticipated to increase rice yields, improve food security and household income for up to 20 million smallholder farmers and their families in SSA and reduce Africa’s dependence upon imported rice.
The African Agricultural Technology Foundation (AATF) is a not-for-profit organisation that facilitates and promotes public/private partnerships for the access and delivery of appropriate proprietary agricultural technologies for use by resource-poor smallholder farmers in Sub-Saharan Africa.
AATF currently works in ten countries in SSA and facilitates access and delivery of affordable agricultural technologies for use by smallholder farmers. Priority areas for the Foundation include addressing targeted agricultural constraints facing these farmers which include the impact of climate change on agriculture; pest management; soil management; nutrient enhancement in foods; improved breeding methods; and mechanisation. These are addressed through the access, development and deployment of accessible, transferable, adaptable and proven technologies.
In addition to the NEWEST Rice Project, other projects that AATF participates in include Striga control in maize, development of insect resistant cowpea, improvement of banana for resistance to banana bacterial wilt, biological control of aflatoxin, and drought tolerance and insect resistance in maize, for use by smallholder farmers in SSA.

Farmer's Notebook - Reducing input costs becomes imperative

About 35 per cent of external input cost seems to have been reduced
The main objective of technology-based agriculture must be to reduce input cost while increasing the yield, particularly for small and marginal farmers.
Agriculture scientists would like farmers to realise that reduction of chemical-based fertilizers and pesticides can benefit both man and earth over the long run. Farmers in particular would stand to gain as a major portion of their money is spent on buying these chemicals.
The focus, they believe, must shift to educating farmers on the value of waste matter being generated in both their fields and homes, and availability of technologies to convert waste into wealth. Their farm economics will definitely improve if they realise and adopt this.
It is precisely on these lines that scientists at the Myrada Krishi Vigyan Kendra at Gobichettipalayam, in Erode, Tamil Nadu have beenworking for the past several years in implementing a project called IFD (Integrated farm development model). Also called as LESA (LowExternal Input Sustainable Agriculture), the project is at present operational in about 32 villages in Erode district.
Designed well
According to P. Alagesan, Programme Coordinator, IFD is an innovative model especially designed for small-scale farmers for improving farm productivity in a sustainable manner by recycling farm and home wastes.
“The main concept of IFD is to integrate the animal and human wastes into useful and productive components for the manufacture of vermicompost, pest repellents and biogas, thereby reducing input cost for farmers,” he says.
For example, in villages, the urine and dung from cattle are usually washed into a drain or the dung is collected, dried and used as cooking fuel.
“But our IFD farmers collect the urine and dung in a collection tank and use it for generating biogas and manufacturing bio growth promoters such as Panchagavya and Amirtha karaisal, and to make bio pest-repellants,” explains Mr. Alagesan.
Breeding earthworms
The spent slurry from the biogas plant is used for making high quality manure by adding other farm wastes to it, and can also be used for breeding earthworms.
“To ensure food and fodder security, our research team has been conducting several programmes to emphasise the importance of kitchengardens.
The size of the kitchen garden depends on the family size and income (usually 2-5 cents). A limited supply of water channelled through a low cost micro-irrigation system ensures a good harvest,” he elaborates. High yielding green fodder varieties are also grown in these gardens to provide fodder for animals. By growing these fodder varieties,the cost of buying feed has come down by nearly 12 per cent, according to Mr. Alagesan.
Technology must be farmer friendly, and IFD farmers have been trained in scientific storage of harvested produce. The farmers store theirharvested grains in special grain structures called ‘pucca koti' (in Hindi) and metal bins.
These storage structures have been able to minimise grain loss by nearly 20 per cent, and also protect the harvested produce from pestand pathogenic infestations.
Finally, the waste generated from the farmer's family is also not wasted. An eco-san toilet has been designedto collect the faeces and urine separately.
The faeces is covered with wood ash after collection and it falls into a soil pit and decomposes into a rich nutrient which can be safelyused as manure.
The urine is separately channelled to the kitchen garden where it seeps into the earth to nourish the plants.Studies conducted in these villages have shown that about 35 per cent of external input cost has been reduced by effective utilisation offarm and home wastes.
Forest regeneration
Use of biogas (2 cubic metre capacity has the potential to save about 210 kg of fuel wood per month) has also brought down firewood consumption. In a village called M.P. Doddi, about nine tonnes of fuel wood in a month has been saved, having a direct impact on regeneration of forest area around the region.
Respiratory problems commonly encountered by the rural women in smoky kitchens have largely been minimised.UNICEF has identified this as an innovative model and has planned to replicate it in other parts of the country.

Course on conservation agriculture begins at PAU


An advance course on "Conservation Agriculture: Gateway for Productive and Sustainable Cropping Systems" began at Punjab Agricultural University (PAU) on Monday. The course is jointly organised by the International Maize and Wheat Improvement Centre, Cereal System Initiative for South Asia 
Punjab Hub and PAU.


The course that will end on June 9 is being attended by participants from Iran, Afghanistan, China, Bangladesh and India.
Inaugurating the programme, chief guest Baldev Singh Dhillon, vice-chancellor, PAU, said India's agricultural production had jumped to 253 million tones in 2011.
"The cropping intensity which was 126% in 1996 has risen to nearly 190% at present," he said.
Dr Dhillon emphasised the need to adopt conservation agriculture practices for efficient use of water and nutrients and preservation of natural resources.
"In order to meet the national food requirements, technology innovations in farm sector and their proper dissemination to the farming community is vital," he said.2012 News
Lauding the progress of the PAU in conservation agriculture, he advised the farmers to adopt university-designed techniques such as Laser Land Leveller and Happy Seeder for productivity enhancement and resource conservation.
ML Jat, senior cropping system agronomist, International Maize and Wheat Improvement Centre (India), presenting an overview of the course, said trainees from varied spheres, including agronomy, soil science, engineering, plant breeding and plant pathology were participating in the programme.
Jat added that conservation agriculture acted as a vehicle for change for sustainable natural resources and crop management.

Technology revolutionizes agriculture in Cameroon

BAMENDA, CAMEROON – Agweig Pauline, 28, is a budding poultry farmer in Bamenda, the capital of Cameroon’s Northwest region. She says that unlike other young people her age, she has always had a passion for agriculture and has decided to pursue it in a unique way.
“Growing up, I had a passion for agriculture,” she says. “However, I didn’t want to operate like the other farmers in my community."
Pauline started her poultry farm with no formal training. Instead, she relies on Internet research to find information on how to sustain her farm.
Pauline says that too often, she hears farmers complain of poor harvests and of poultry farmers losing all their stock to diseases. She adds that society regards farming as a dirty job for illiterate people.
”I am a farmer, and I don’t want to be a reflection of this poor image people have of farmers,” says Pauline, who was trained as a journalist and still works as a copy editor for a local magazine. “That’s why, before venturing into it, I got all the information I needed. And I constantly update my knowledge by learning online.”
She says she saved 200,000 francs ($400 USD) and then started her own farm. She named it Cielo Farm, which means Heaven Farm, to reflect her desire to practice agriculture without the normal constraints that her peers face.
“Thus far, my farm is doing great,” says Pauline, nodding with a confident smile. “And other farmers even come to me for advice.”
A growing number of farmers in Cameroon are employing information and communication technology to revolutionize their work. Technology experts say that advancements in technology offer farmers an array of options to improve their businesses. Still, challenges exist, such as a lack of access to technology, ability to use it and awareness of how it to apply it to agribusiness.
“Growth in Africa begins with agriculture,” Donald Kaberuka, president of the African Development Bank, said last weekend during a visit to Washington, D.C.
More than 2.6 billion people around the world directly depend on agriculture for their livelihood, according to SNV Netherlands Development Organisation, an international organization that promotes sustainable development to combat poverty. Global food demand is also expected to rise by 50 percent during the next 20 years.
“But the productive potential of many smallholders and pastoralists remains untapped,” according to the organization.
In Cameroon, the agricultural sector employs more than 60 percent of the active population and accounts for more than 40 percent of the gross domestic product, according to a document from the prime minister’s office.
Information and communication technology is emerging as an attractive way to improve this dominant industry in Cameroon.
Tantoh Dieudonne Nforba, 33, is a farmer in Nkambé, a small city in the Northwest region. He says that he employs various forms of information and communication technology on the job.
With his mobile phone, Nforba exchanges strategic information with customers, other farmers, agricultural authorities, government figures and extension workers – field workers who serve as a link between the agricultural experts and researchers who develop new technologies and the farmers who implement them. He also participates in talk shows on the radio and TV to disseminate information about his produce and services.
The Internet quickens communication.
“Email allows me to communicate quickly with people all over the world,” he says. “For example, I interact with stakeholders around the world exclusively through email.”
Email also enables him to contact volunteers.
