Tender for urea import: TCP finds two bids non-responsive

Trading Corporation of Pakistan (TCP) on Monday conducted third urea import tender and found two bids non-responsive on technical grounds. Sources told Business Recorder that in response to TCP''s international tender for the import of 0.1 million tons of urea, some 14 pre-qualified suppliers purchased tender documents from the TCP for participation in the tender.

Overall some six parties took part in the third urea tender opened on November 18, 2013 at TCP head office. Out of the six participants, five submitted their offers ranging $344.42 per ton to $367.65 per ton Cost and Freight (C&F), while one participant expressed a regret to submit the bid. Although, the number of the bids was much better than the previous two urea import tenders, however, out of six parties, responsive bids remained three as one bidder submitted regret letter and two were found non-responsive on technical grounds.

Lowest bid was submitted by M/s Dreymoor, which offered to supply 100,00 tons of urea at $344.42 per tons (C&F). M/s Quantum Fertiliser was the second lowest and offered to supply 95,000 tons of urea at $354.80 per ton and M/s Helm Dungemittel quoted a price of $358.73 for 100,000 tons. Similarly, M/s KOCH Fertiliser offered to supply 75,000 tons of urea at $365 per ton and M/s Keytrade AG submitted a bid of $367.65 per ton for 100,000 tons of urea.

Sources said that after a detailed evaluation of the received bids, TCP''s price/bid evaluation committee found two bids non-responsive as one bidders'' bid guarantee was less than the offered quantity, while another bidder did not submitted the required documents. Therefore, on technical grounds TCP declared both the bids non-responsive. Meanwhile, bid evaluation committee has also decided to accept the lowest bid that was in conformity of technical specifications and terms and conditions of the tender. Accordingly, a contract award letter for the supply of 100,000 tons was awarded to the lowest bidder namely M/s Dreymoor at $344.42 per tons (C&F).

Following the directives of the federal government, TCP is engaged to import 0.5 million tons of urea for domestic consumption. So far the TCP has successfully conducted three tenders and finalised deals for import of 0.3 millions of tons to avoid any shortage of the commodity during Rabi season. Two more tenders are in the pipeline for the import of 0.2 million tons of urea. Next tender will be opened on 20th and 22nd of this month. Minimum bid quantity for initial two tenders was 100,000 tons, while minimum bid quantity for the remaining two tender will be 75,000 tons.
